The has been labor piece for 21 years now because owners have scrapped the notion of a salary cap, but as we're now a few hours away from the current deal expiring, here is the sticking point. The players want more money without penalties, The owners want the tax threshold to stay at $189mm for this season, while seeing rise every year afterwards. In the first four years of the current deal, only two teams have exceeded the threshold. The Los Angeles Dodgers, and the New York Yankees. So much that both teams have indicated this year they'd cut their payrools to level where they wouldn't meet that tax. The players say that in itself acts as a salary cap.
